I would like to know... Do you need access to the target phone, to put in some code number to get it to start monitoring? Or, can you get it to start working remotely???

Yes. The 'target' phone has to be accessed by invitation through your Life 360 account whereas the holder of the 'target' phone must have Life 360 installed and accepts the invitation.
