My Indeed account was disabled with no reason. I have to create new account because of this, and after posting a job for free, it was again, disabled

To explain, it is normal that all accounts will be reviewed as we must verify the connection between the account creator and the company they are hiring for. We must also ensure that our quality guidelines are met. If enough information is not provided when the account is being created or we find a violation of our guidelines, then the account will go into the appeal status that you're likely now experiencing. Please note, that this is normal for all accounts so if you create a new account you will still need to go through this verification process.
