I ordered a XL harness on 1/24/2017 and still haven't got it. Where's it coming from China, or did I get ripped off?

I ordered 3 harnesses and have yet to receive them. Help!
I ordered a harness and a car retracting leash I on 1/24 inever received a confirmation number I have called the number and no answer just a recording the money was taken from my account I would like a response asap or I'll have to stop payment and report the fraudulent activity of your business thank you for your cooperation with this matter
I also have ordered a harness for my dog on 1/20/2017 and have yet to receive it. I have tried to track it and not luck tell me that no tracking available. I have tried to call and just get an answering machine. I will never order from them again and how can I get a refund.
