Can I use this program with a 3 month old puppy?

There are many dog training programs I would not use this one for any dog of any age

I was under the impression that when I purchased this program it was a one time fee, however I am getting charged every month.
Why do I constantiy have to ask for a password in order to instantly log into the traning course. It is very frustrating.
