I'm not sure about fees as a client, but I know they will take a large chunk of the money that you try to pay anyone after everyone wastes their time jumping through all the Upwork hoops.

No, there are no charges to be a client on Upwork and no hidden charges.
You just have to pay service provider and upwork will deduct some amount from service provider and not from client.
