Vevor is a chinese company that only has warehouses in other countries. Their customer service line is not their own, it is a hired one. They probably don't understand about taxes, or perhaps they don't have to pay them.
Correct just like WISH, the item is sold tax included I guess
I have also bought for Can$ 99 and delivery and tax were included
