I purchased tickets for state of origin 2017, after purchase it became obvious to me that I wouldn't receive my tickets until 3 days before the event!! Not only was the booking fee ridiculously expensive but does this mean I wont know where I'm sitting and could get horrible seats without anytime to change it?

They sell you tickets before they even know if they have them! You buy them>>>> they wait for someone to sell them>>>> then they maybe give them to you. So yes that might happen.
