Beats me but I can tell you that reporting them doesn't do anything. It took a PETITION to get them (and FB) to get them to remove ONE channel with such content and that's just one channel out of a potential 2 million

I also seen this, in my opinion parents should pay close attention regarding on their children so this wont happen, or they sjloud download youtube for kids

I can't answer that but it should be stopped! I have animals including a couple of cats. People need to start going to jail for this stuff. All of it. Including the camera person. It's sick!
