“No shipment and Money back”

I ordered a Yanmar 3GM30 boat engine and transferred 4500 USD. Then they asked for an additional 628USD for "customs".
I requested a refund immediately. They said they sent it but no money was ever received. They did not answer my subsequent e-mails.
I reported them to the police.
