Sure they can provide an Esa housing letter but the doctor they use only has a license to practice in California. He "Rizer" is also not a therapist or a social worker. He is licensed in nuclear medicine. The doctor letter sent to the doctor by my housing office had to be sent to his apartment. He does not even go into the office and is not suppose to be practicing medicine in states that he is not licensed in so my son's housing unit did not accept the ESA. I'm out $125
