Does a non-borrowing ineligible spouse have to provide financial information to AAG in order for the borrowing spouse to receive a reverse mortgage? If so, by what law or statute- or merely AAG rule- is this required?

Yes, if the income was needed and used to qualify for the minimum income needed to qualify under the recent program changes. It is usually not needed and therefor not used, and no proof is needed. KEY words here are "if it is needed to qualify for income purposes".
