Is the site just a scam with a lot of fake profiles and people that talk to you until you sign and pay then people just chat or tease with most sites.

We work hard to keep a database of high quality real users, and our moderation team works 24/7 to spot any malicious profiles. Most of our users are really who they say they are! However, if you're still suspicious, we urge you to use the reporting feature to notify our moderators about a potential fake profile.
Additionally, Badoo is completely free to use. We do have some additional features to increase your popularity, but they are totally optional.
