How easy is it to get a hold of customer service at Canpar?

It's impossible...
In Vancouver you get a Surrey number which goes to a robo-answering device which does not put your call through. There is no email or website or any method of finding out what is happening with your package. It seems they only attempt one delivery. Eventually if you keep checking the tracking number on line you may find out your package is available for pick up somewhere.

Don't bother. If you stay on the phone waiting for an answer, you will be on hold for over an hour. You will be waiting over 48 hours for a call back.

Even their live chat feature is inactive though they push that on you when you wait for them to answer your call. I tried the live chat 4 times. No answer at all at various times of the day.

Not easy, mostly impossible
If they actually cal back in sequence, their phone lines are literally backed up for days
