How do u sell things cheap, unless it is poor quality

I just ordered with dresslily and want to know that i will receive my order and that i will be able to return it if the sizes do not fix properly. every review i find criticizes the quality of the products, the poor sizing, and often people do not even receive their packages that apparently were "shipped," when later on they are lost. i will not be charged for something that does not arrive and something i will not be able to return without jumping through hoops. i do not want a generic response from dresslily, i want actual answers.
