It may be blocked in your country due to country laws or blocked in a school for obvious reasons.

It depends where you live or what school you go to. For schools, most likely it's banned or blocked, however it's only allowed if there's a class of Roblox Studio. Some states banned it for their own reasons, if it's that, either look it up or check your state's laws.
