Photopea is the best alternative to Photoshop out there. It is online, so it requires no installation. However, it is bogged down by its intrusive and persistent ads. I understand that the developer needs ad revenue, but that doesn't make the ads any less annoying.

Tip for consumers:
The website is mostly good except for intrusive ads and paywalls.
