I find Resume Coach to be the best tool for online resumes and cover letters making. In fact, I don't review things very often, acctually almost never. But this site is absolutely amazing.

No transparency regarding costs. It's obvious some will come, but there's no warning beforehand which does demote a certain level of unseriousness
