Wrong size shoe was sent (received a 6 instead of a...

Wrong size shoe was sent (received a 6 instead of a 9). They insist the right size shoe was sent and refuse to work for an exchange or refund. If ship them back it will cost 30 dollars and they state there is a 25% restocking fee. Since the shoes were 45 dollars, this means pretty much no refund. They did offer a 10 dollar refund, however 10 dollars back still means I have a 35 dollar pair of shoes that do not fit.
