A Twitch viewer can come on here and review the streamer(s) that they like. Problem is they provide no anonymity. It's good that they require someones account be so old and follow someone for so long... The problem is that they don't let you be anonymous so giving an honest opinion on any stream risks the issue of their ego deciding to public shame you. Twitch streamers are big egos that are not afraid to dump on anyone no matter how little the criticism. Imagine if ABCFamily decided to single out John Doe for his opinion on a new show and turn tons of people against them only for the sake of messing up that persons life. Welcome to the enabling of Twinge.tv. I've never left a review and you shouldn't either. It's fear biased.
