Is there a drawstring or strap to hold the cover on the car? It gets extremely windy here so I need a cover that will actually stay on the car.

Yes! There are 2 inter-locking, adjustable straps.

Yes the cover comes with a buckle straps and has elastic bands front and back that hold the cover in place
