Personally won't buy anything from a seller with less than 99.5% positive rating. Have only been burned once and that was when I first started. Bought from seller with 80% positive so took a chance, and will never do that again. With something like a go cart you have to be especially careful. Bopught 2 sewing machines from different buyers, each having 100% positive feedback and had no trouble, got exactly what was in description and very satisfied. They were considerably smaller that a go cart however...
Very important to send message to seller re: return policy if not stated in item description and, as others said, check feedback comments... though not always a good tell, as many buyers feel obligated to give good feedback even if there was a small problem. Then ebay doesn't allow more that 80 characters in feedback and very little can be said with that small amount allowed.
It can and can not be safe it really depends on the seller and the amount of good vs negative feedback if the sellers score has more negative then positive feedback then I wouldn't buy anything from that seller even if there is very little feedback I would also be worried especially when your buying a motorized vehicle online of any kind rather it's street legal or not when ordering something big and motorized online the item could be at risk of being damaged during shipping I bought a few vehicles online one gas powered bicycle and one go-ped and when both of my vehicles finally got delivered to my house the box was beat up and my goped had a broken gasket luckily the gas powered bicycle was in good condition the seller had lots of positive feedback and hardly any negative feedback if you don't have a truck and can't go anywhere then online is your best bet but if you can go elsewhere then it's probably better to go to a dealership or a store that sells go carts

Big ticket items such as a go-cart, getting a warranty from a local retail shop and no shipping cost, makes it a slam dunk. NEVER, NEVER buy off ebay unless there is a warranty attached especially on a motorized item, and use a credit card and not paypal. Even though they claim to have separated paypal and ebay, just recently a seller sold me defective I used my credit card company to retrieve funds, paypal slipped my credit card to merchant who used in their store to try and recharge, my credit card company caught the fraud! BEWARE of EBAY, they are a den of thieves!
First thing to check is the sellers feedback. Make sure it's good.
It would be preferable if the kart is in your area, so you could see it in person.
If not, then you need to worry about shipping. Shipping could cost more than the kart, depending on the details.
I hope you are mechanically inclined. A cheap kart will more than likely need work.
