I think they are people who earn money by enticing men to sign up (at some cost), then leading them on to pay more by asking to chat more before meeting.

100% a scam.

There are much better sites (Adult Friend Finder might be the best) where there are also fakes (often Ghanaian women wanting money or supposedly old women who offer photographs of themselves and ask you to join another site for more offers - Hook Up Girls is one such).
