It is a good starting point that shows a trainer has a basic understanding of needed information, but be sure to look for years of practical experience in the area you are looking for help with in addition to credentials such as this.

CPDT-KA certification
As a Former Member of the APDT I can say that on paper it is a great concept. But do not go into hiring any trainer based on finding them on this website. The truth is, as long as you pay the fee, you are pretty much guaranteed entrance, whether you know what you are doing or not. Do your homework, talk to former clients, because the APDT doesn't take any responsibility for the members in their organization and will not help you if problems occur. Also talk with your local kennel club about the trainers you find on the list, good ones will be active in the community and club.
