“I ordered a dress on July 5th and they took the payment...”

I ordered a dress on July 5th and they took the payment right away. The websites says some orders can take up to 8 weeks so I ordered quite a bit in advance so I can have it mid-September. I emailed a few times asking about it after 8 weeks had passed. They said they shipped it already and I should have it soon. Well it's September 24th and I have no dress. I emailed about a refund numerous times and they haven't gotten back to me. I've ordered from China and have always gotten things on time. They're from Houston, TX!
