The first time they charge me $28 and then I can they charge me $35 and then they went for one week and then they told me my phone is not eligible to unlock and then when I was in refund nobody respond

Depends on whether your phone is an iPhone or Android. IPhones unlocks are delivered over the air, and android unlocks require you to enter a code.
