Why is it that customer support staff will give you a bogus answer to a question and then finally admit that they don't have the simple answer so they will contact the manufacturer?

Because they aren't real support. They provide nonsensical answers to ANY question, hoping you'll go away. The mystery is why there's a live support staff at all; I suppose they're retained in hopes of making extra sales.
