L installed their anti virus on my computer and it did NOTHING. The control panel that they installed did not work. L sent them many emails and calls and they ignored me completely. L immediately removed their software and demanded a refund. Again they ignored me. L eventually found out that this company is a scam by contacting several consumer agencies. L received a full refund by filing a bank charge back. Avoid doing business with this company!
After 6 months of battling with a seller (sent me a damaged part, I sent it back at my expense, they wouldn't give me a refund and never sent a replacement as they said they would). I am now out the money (only about $100 but its the principle) and the seller has all but stopped replying to my emails. I decided to ask 2checkout for help. They were very unhelpful and said it was not their job as a payment processing agent and I should try dealing with the seller directly (hah after 6 months of getting screwed around by them).
Bottom line, 2checkout has no accountability, stick with sellers that use Paypal.
I've dealt with several payment processing sites, but this one is the by far worst.
Not only was activating the account ridiculously laborious, but canceling it is even worse.
I would advise anyone considering this site to stay away. Far away.
The only good thing was that setting up an account was such a pain, that I gave up before they had a chance to process a single payment.
Given the other reviews (a. K. a. Horror stories) I read, I think dodged a major bullet on this one.
BTW, I have since set up a Stripe account.
Not only was it surprisingly easy (easier than Paypal) but it works just fine.
Also (I give them the choice), 80% of my clients choose Stripe over PayPal.
This company couldn't care less about its customers. IF you manage to open an account with them (this took me over 2 weeks during which I had to resubmit all the documents numerous times before they even acknowledged them), they will simply ignore your messages and withhold your money. If I could, I would give them a minus rating

Customer Support is unresponsive, Python APIs are outdated.
The support team does not respond in a timely manner. In addition, it only uses automated responses and does not attend to problems in a personalized way. They decided not to approve my business, even if uploaded every single document they asked for. They didn't gave me a detailed answer to address the issue, they just cancel my account and sent me autogenerated email. So I waste development time and money.
If you are developing on Python be prepared to downgrade the version of your software since the API is old and outdated.

I lost $300 to a chargeback that was a very obvious scam. They refunded the customer his money after he canceled his order, then made me pay for it! They did not contact me before doing so.
Now, they owe me $5000. I'm a small business so this really hurts my business. I've been in a dispute with them for 4 months. I've been asked to provide tracking numbers from my customer's purchases. I have complied with this request and only once in the 4 months period did they sent a few hundred dollars of what they owe me. After fulfilling repeated requests they continue to ask for tracking numbers and they are not paying me or explaining to me what is going on. I've found nearly every aspect of their service extremely frustrating. If you have any other credit card gateways options for your business, use them. Please do not use 2Checkout.

Recently they were acquired by a Romanian company (Avangate), I never thought they can get any worse, but they did now.
Our buyers are unable to pay, on first click they get "Gateway timeout" server error, they could pay if they start over.
2CO removed and changed payment notification variables, now the automated subscriptions were not processed on our server, our clients pay but they don't get the services they paid for.
As other 2CO user said, they changed / removed the only variable that would indicate an unique sale ID, so we are unable to locate sales and identify them.
Their "documentation" is a mess. Until I read these many reviews I assumed I must be their last customer and that is why nobody fixes the system:)
And their priority... they contacted me and threatened me to close my account because I send customers from another one of my sites (processing payments from 2 sites with 1 2checkout account).

Charged a higher price for software than listed in their purchase form. Their "Invoice" fails to breakdown how much "discount" is applied to each product. They also charged $650 for additional software that was not listed on their purchase form. Called customer support, but they initially brushed me off saying I need to contact the software manufacturer, but later discovered that I was able to request a refund through their website. Called customer service again, and she noticed that the refund I requested through their website was pending, and was told that I should get an email from the software company, but will get a refund in 10 days if I don't hear anything. In contact with my credit card company, putting in an investigation and hope to get my $$ back. Really terrible purchase experience, anti-intuitive website/invoices, and lousy customer support.

2Checkout are the folks that actually take your money when you buy something from StellarInfo. My experience with StellarInfo has been terrible.
I had a corrupted photo that meant something to me, and StellarInfo claimed to be able to recover photos like mine with a ". CR2" extension. The catch was, there was no way to try it without buying it. They offered a money-back guarantee, so I went ahead and paid the $29.99.
Within minutes I had tried it, and it didn't work. (FYI I'm an electrical engineer who used to design PCs; the problem was not "operator error".) Immediately I requested a refund. The response basically said if I really, really wanted a refund, they would give me one. I replied that yes, I did want a refund.
That all happened on January 15. It is now January 31, and I have received no refund. I have initiated a dispute on PayPal and don't know how it will end. 2Checkout certainly has not willingly agreed to refund my money.
I've been over 5 years with this company with turnover of $120.000 pa with no chargebacks and they just un-verified me, therefore I cannot have my money although they will still accept transactions. Their excuse was not friendly or anything to do with me being a loyal customer, simply they suggested I read their terms and conditions to see that they have the right to do so.
I informed them that they have effectively put me out of business overnight but still got no reason for their action. Needless to say I will find another provider.
