HI, Waiting for a refund for more than a year. Please advice., to whom should I complain. I checked ATOL website but could not find any forms

Hi Dream World Travel have finally issued our etickets. But has anyone been issued tickets and had them cancelled before flying by this company.
I was told to receive my e-ticket within 48 hour but Now 3 months had gone and im still waiting .I need to apply for visa so how long you still need?
What does it mean my tickets are in a ticketing queue? Please. When will my tickets be issued please? Thank you
