I think they don't want very many people getting the sales price, then when you really still want that item you charge or pay at full price. I'm dealing with that same problem right now.

Has anyone ever been charged twice then told by representative that this happens for security reasons and after shipping your money will be issue back to your card?

Answer:

Good question! I have never heard of such a thing. My suggestion would be to call customer service from your card account and ask if this is common practice and request an explanation.
