Like being notified if a site has a R rebate

I had completed level 2 and started level 3 in this level 3 we have only 3 slots after that I got another one, that time I asked customer assistant it will complete 100% or not for this 4th one she said yes, after complete the payment its still shows 92% and she asked to give the order once again I said I don't have that much money requesting her help she sais am forwarding your case to my manager, manager was tooo smart may be because of this cheating she is too smart, my order was ******* I said I don't have money with out your playing u can't with drawn the amount I requested and beged her no use, firstly she asked me pay 10k I said same thing I don't have, asked me to pay 5k atleast, I said I got only 1500 from my friend's this all conversation was happened in the morning in the evening she asked me about the same I said I don't have then she said ok pay that amount 1500 which you have I pay with in 2 min, again asked about 5k, about 8 pm she asked me to wait I ll process your refund i said ok after 5 min she came me and asked about 100 for fee I said ok and I paid till today morning no update. Since morning am requesting her she is it is not possible you can pay today.
Such a reduculess statement she is giving me pay pay pay, from where I have to pay, I informed her that atleast give me my money I took from my friends they're asking me please help I don't need commission as well they are not even listing.
Please help me in this case.

If you guys want a TRUSTWORTHY and FAST/ACCURATE shopping portal with Costco/Nordstroms level customer service then you MUST USE EBATES. THEY ARE SUCH A BOSS! No joke here. They made a fanboy out of me for sure!
Located in startup arena San Francisco, they are CRAZY at tracking accuracy. My orders track in almost real-time SAME DAY! Complex orders show up very clearly and their website is very very easy to understand. Payout is also very easy!
NO other portal does that. I use a LOT of portals. Many are ghetto jank. You always pray that everything works OK and you always have to fight for your money, but NOT with Ebates. Therefore, customer service is SO key! They respond so quickly and they are so friendly! This is not even an annual membership site! This is all free! IMHO customer service is what makes/breaks a portal.
I mean look at Max over here on this site. Thats awesome! Thats like Yelp having a dedicated representative from the merchant always addressing issues and helping out! So critical!
The other portals just dont cut it. You always have to wait 3-5 days for tracking to show up and you never know whats up. Also, complaints are rarely addressed. I feel like random strangers are just hired to pretend there is customer service on other sites. Thats why so many people dont bother with portals. They think its too much work and its just stupid. I would agree. Just depends on who you use though.
Ebates has been awesome and I am totally impressed. But I just wish they MATCHED other portals! I want to ALWAYS use Ebates. But I cant if another site is offering 5% and Ebates is only offering 1%! Dude! Cmon guys! Step it up! Thats a huge road block!

I discovered EBATES a couple of months ago and have already earned cash back, a Walmart gift card and more!

Answer: I can't answer about the owner ripping people off. All I know is I have ordered from Rakuten numerous times and have nothing but praise for them. I haven't read the bad reviews but I've gotten nothing but good products.

Answer: If it for some reason doesn't show like it should, I contact ebates. I include a copy of the email with the information from the order placed. Normally I wait until the purchase has arrived. This gives ebates and the store to put the transaction in your account.
