I delivered a website for a UK employer named Pravi. She paid on paypal & disputed money. Paypal didn't listen me even i provided all proof and refunded her money. Not recommended. Full of scammers.

By profession i am a web developer. I was hired for website development work by a UK employer named Pravi on 16th March 2019 i had completed her work on 1st march 2019 and after that she made payment on paypal and asked me to upload her website on her server. As soon as i uploaded website on her server she changed all credentials of her hosting and website and disputed money on paypal.

I shared all proofs and screenshots which i communicated with buyer and provided all valid proof. First dispute came in my fovor then again buyer Pravi made a false appeal on paypal without any proof and paypal again made money on hold and asked me to provide additional proof. Again i provide all the proof to paypal resolution center but they didn't care my valid proof and returned money to buyer. I appealed again and this Sh**t company didn't give me a F**k and decision made in favor of buyer.

If you are a service provider i will strongly recommend not to take money via this website for your work otherwise you will loose your money if buyer will make a false complaints as you don't know which buyer is fraud or scammer. This Company Paypal full of scammer and didn't caring sellers proof and returns money to buyer without caring any valid proof.

BEWARE OF PAYPAL

To whom it may concern
I am a Paypal merchant customer with credit card privileges for my customer/clients to pay for their services. I have been an exceptional client to Paypal for over ten years. Over this year, I, like many others, have watch Paypal's level of customer service drop significantly to non-existence. On August 18,2020 Paypal allowed and put through a fraudulent chargeback for $588.91 which created a negative balance on my Paypal account. To be more emphatically clear, this was BLATANT FRAUD. This customer did use our service. The outlandishness of Paypal"s effort to do anything was even worse based on the following:
• On April 9,2020, the customer used our emergency notary services to complete a remote online notary closing service. The services were successfully provided and completed as well done via an audio-visual/video process which was recorded.
• The customer waited for an entire month after the closing was completed to state and then fraudulently claimed on May 8,2020, the service was never provided.
• May 10,2020, I provided Paypal's dispute and chargeback team with a copy of the recording for this private-confidential service being provided as well as a copy of the private-confidential notarized documents completed, and clients provided identification; furthermore, the disclosure on our invoices which clearly state there are NO REFUNDS, which a copy was provided to Paypal as well.
• Then Paypal, after being provided overwhelming proof of the service had been completed, then had the audacity after three months to allow this chargeback to occur. HOW IS THIS OKAY?
Yes, someone needs to tell me HOW IS THIS OKAY? Paypal has no phone support what-so-ever now; their chat service is not equipped to address matters of grave concern like this, and as well as no executive leadership either. Many consumers like myself would be unsuspecting that a company like Paypal could be allowing its merchant customers to be victimized in this manner. Outrageous, outlandish, and unbelievable.

As a buyer, i am most of the time limited by the gateway "Imposed" by the sellers. Unfortunately (for me at least) most sellers are exclusively on paypal - mot only ebay, but many more. Even though they declare that they accept card, but that too passes through Paypal gateway.
Paypal has some major issues with its operation, at least in India, which, may or may not be due to regulatory framework put by the Central regulator. I won't criticise the regulator, because with the frauds taking place (and the gullible people here) it is working for the best interest (the mandatory two factor authentication).
Though I say mandatory - but often the international companies (e.g. Amazon, or those through googlepay, microsoft pay) have managed with single factor only. How, I don't know, and isn't important.
Paypal too works (worked) with single factor - but interestingly every six months - the transaction comes to halt. The banks (card issuing) do not honor its request and buyers like me get out of ebay and purchase the items from amazon or elsewhere. And this is going on for last 3 years or so, every September-October and Feb-march.
I had a discussion with the Bank - and they told that there had been some security compromises complaint from the users - for paypal (card details hacked) - which may or may not be true, but the complaint is thus.
That anyway, could happen to any business, and they are supposed to act, to save their business.
But does paypal do it?
No - I have passed on the complaint, and along with the information I recieved from bank, but the result? The "Cut and Paste" of FAQ, and afterwards - the last three of four communications don't even have "Received, thank you, we are working on the issue" - just the silence of the grave - their? Or Our?

I wonder how could a business work without any consideration of customer, and their trouble?
The same regulatory framework is being handled with other multinational gateways (mentioned above) - but paypal seems to be least concerned - even to try something.
To be frank, a year back they did try the two factor authentication - but their software developers were probably Up to their required level of expertise - and the system was in infinite loop - without existing (even Amazon.in has introduced the two factor, amazon.com is still on single factor).
Any one has weak points - but are they willing to learn and correct?
As far as paypal is concerned - no.

I just wish my suppliers go out of the paypal, or at least have another optional gateway. After all, they are losing their business - more than paypal.

I had my Paypal account hacked and $******* of purchases charged to it. I was not able to reach anyone on the phone and there is no email to email Paypal, I could only reach them through my account, which was no longer in my control. The automated Paypal 'customer service' line did not provide an option to speak to a rep and it said the offices were closed, despite it being in the time that the offices were stated to be open, this went on for several days. I eventually was able to regain control over my account by obtaining my phone number again(which was ported out) and then reset my Paypal password. I still got nowhere with the online message system. I made numerous requests to speak to a rep and for my account history. I got variations of the same generic messages back each time and often times my questions were just ignored. One time I was given the same customer service number again where it was impossible to speak to a human still. Other times I was told not to worry as the transactions were canceled, despite me explaining each time that I wanted the history of the attempted transactions for the police fraud file that was opened. I just looked through the message thread and there were 8 instances I requested the history and then numerous more times when I explained I wanted to speak to someone over the phone. This has been happening over the last week of me trying each day to get information and to speak to someone in regards to the $******* of unauthorized transactions, I am no further ahead than when I started. It has been the only business that I have not been able to speak to(I was able to reach my bank, phone provider, the credit card company etc) and Paypal have not even answered my questions regarding if they will do any follow up in relation to the illegal charges. I have had no recourse in this situation and if I had known this would be the case I would have canceled my account long ago and not put myself at this risk. My phone provider has told me that for persons whose numbers are ported out by hackers that Paypal is the first place they check(so they can reset your password using your phone number). Given the very poor communication I have had from Paypal I am no longer comfortable trusting any of my transactions with their service and would caution others as well.

I had a PayPal account for a while, linked to a credit card. One day I logged in and was informed two factor authentication was available. So I went through the process, linking it to an app on my iPhone and received confirmation from the PayPal server that it was working.

The next time I tried to log in, two factor authentication failed multiple times. I was locked out of my account - due to a PayPal server problem with the two factor authentication setup.

So I tried to contact PayPal by telephone. Some months before, I had been able to reach a human. But in January 2021, I was told wait times were long due to COVID, but I persevered - and then PayPal hung up. I tried multiple times over a two week period, but always had the same result. PayPal did not want to talk to me... they kept hanging up.

So I tried to contact them online. My emails to support went unanswered. My attempts to resolve the login problem failed - because PayPal had not allowed for the possibility of a two factor authentication login server failure. All I got were inane suggestions on password recovery etc. I even tried these, but of course changing the password, while possible, was not enough - it still failed the two factor authentication step.

So I cancelled the credit card linked to the PayPal account and told the credit card company not to accept further charges from my PayPal account. They messed up, a subscription charge from PayPal showed up a month later so I got a new card, one that PayPal could not access. The credit card company insisted on refusing payment on the subscription PayPal had payed - not clear why.

So PayPal sent me a communication about this. I was quite willing to pay this (minor) charge but - they told me to log into my account firse. Of course this was not possible... so I called them again - but their phone system hung up after a while. I tried to reply to their email, but saw a notice that they were not accepting replies, that I should log in... ha.

How can a large company like PayPal be so screwed up that there is no way to contact them when they have a server software failure? Didn't they bother to test the software properly? Since when is COVID an excuse to eliminate all telephone customer support?

If PayPal wants to pursue this, they know how to reach me, but they won't get anywhere unless they give me a way to contact them - without logging in. I'm not opening another PayPal account - period. I will just use virtual credit card numbers instead... who needs PayPal?

PayPal used to be a fantastic service. I should know since I have been with them for almost 22 years. In that time I have only asked for 2 refunds. Once about 15 years ago for a phone I purchased from ebay which I later found out was stolen. PayPal gave me the money back the same day. The second dispute was earlier this year from a company named Curology (another $#*!ty company). They sold me a product that was different then what I purchased. I asked Curology for a refund and let them know that I would be happy to pay the shipping and send the product back unopened. They denied my request stating they don't do refunds and they can't take product back even though it's not been opened. So I went to PayPal and started a dispute. PayPal requires that you have asked for a refund from the merchant directly before filing a dispute. That seemed like a good indication that I would be getting a refund. Little did I know that the merchant was able to deny my refund again and PayPal will not do anything for you unless you file an escalation. So essentially the merchant is allowed to deny your refund twice but PayPal still won't do anything for you. I had 2 weeks to file the escalation even though the merchant had 30 days to reply to the dispute refund request from PayPal. So PayPal's actual customers get half the time as the non-customer to respond. I was not able to check my email during that 2 week period of time because I was doing hospice work caring for a dying man 24 hours a day. When I finally got home I checked my email I found the case closed. I started messaging PayPal. In the beginning they seemed willing to help me. That changed after an agent sent me a message that stated I would get a refund if the merchant didn't reply again in 5 days. I got no further messages and no refund. I messaged them again asking about my refund and that is when they started deleting my messages from the message center. I finally had to phone customer service. (Almost impossible to find their number.) The customer service agent had no empathy whatsoever. His response was essentially "too bad you should have escalated your dispute." This was parroted by the supervisor I also talked with.

To add to this in 2017 someone used my address to create over 20 fraudulent PayPal accounts. Nothing was done even though I called PayPal and let them know this. I still get collection letters to this day regarding those accounts. I highly recommend that you go with a different e-commerce company like Shopify, Cashapp, Skrill, or Payoneer and stay the hell away from PayPal. After almost 22 years of loyalty I closed my account. I guess they won't care about losing me as a customer with the other millions they have but I vowed that I would let people know the truth about how they treat customers if you ever need anything more then the regular service. I was actually planning on becoming a merchant but too bad for them they won't be making another penny off of me.

I had a PayPal MasterCard for years and years! Since COVID-19 struck I have not been able to make any purchases and even before then I did not make a lot because I have been rebuilding my credit (from 10 yrs ago) and I am happy to say my credit status as of today is excellent standing, which it has been for sometime but I just wanted to stress that for purposes of this review.

Regardless of my excellent credit worthiness as shown on my consumer credit report, and regardless of my excellent standing I have always had for years with PayPal Mastercard, I was finally able to use and NEEDED to use and rely on my Paypal Mastercard, And when I went to use it it was declined for the amount of $1300. To my shock I called Paypal to inquire what was going on.

When I called Paypal to inquire, I was told by a supervisor, after requesting one, that PayPal can close anybody's account whenever they want to, in essence. I was told because I had not used my card in a year they lowered my limit from $10,000 to $1500. I was stranded because of this, but the supervisor only helped me complete a cancellation of my PayPal MasterCard, which was done very easily with her help and encouragement.

When I asked the supervisor to direct me to the line in the contract that states if you don't use your card in a year or more they will cancel it or drastically reduce your limit without you knowing, she told me it's nowhere in the contract other than the clause that says they have the discretion to do what they want with your credit card at any time.

Bye-bye PayPal good riddance!
It is reasons like this that is your first indication a company is going belly up!

I used to live in the UK and used Paypal there. I then moved and decided years later to clear the few pounds I had left on that account. However, my former UK phone number was useless to confirm my identity and Paypal did not offer another way of logging into my account: I could not make the transfer myself. Then started the nightmare. I called the UK Paypal customer service and a person kindly (always) verified my ID, told me the amount i had on my account (14,80 pounds!) but also said that she couldn't transfer it to my french Paypal account and that I had to contact Paypal France to ask them to do it for me. Which I did. After replying to the useless chatbots on Paypal.fr I eventually reached a human person (or so she seemed, always very kind) who told me what to do: upload an ID and a letter with info for both accounts. Understandable. I did just that. I got a reply saying someone would contact me in 5 days or less. What really happened then? Nothing (that's actually when the dystopian nightmare really started). I re-contacted Paypal over and over to chat with a bot, and when I would finally reach a human, they apparently had no access to my previous messages exchanged with Paypal and I would have to ask over again what I wanted. Interestingly, every time, I was given a NEW answer to my transfer question... such as "There is nothing we can do" or (you've guessed it) "There is nothing we can do, *reach Paypal UK* and ask them to make the transfer for you". And here I am. I've left this money behind for years because I knew from experience it would be difficult to get back. I didn't think it would be THAT difficult. I have been in contact with Paypal about this since December 22nd and this is January 3rd. It's only under 15 pounds, but I just can't let go. It's like a biological monster in my stomache wants to EAT the gigantic useless robot that our consumer society is becoming. I feel like watching Terry Gilliam's 'Brazil' again. He can't possibly have foreseen this level of absurdity.

Please *******@SwangGeely on twitter if you have been ripped off by Paypal. I am putting together a class action suit and need more people with documented cases to come forward.

As for my review of Paypal:

I never had an issue with paypal until I got ripped off by an online vendor on 11/02/2020. I purchase often from online auction sites and I have since I first set up a paypal account in 2003. This was the first time I ever had to attempt to get my money back from a seller. They put me through hell. The seller provided them a shipping number belonging to an aerospace company and paypal determined that was proof I received my item. They closed out my case. Paypal does not give you any way to refute their decision on their website, so I then had to call and fight with their automated phone system for 1.5 hours until I got an actual person. The person showed zero interest in the situation and is only there to re-open the online case. This is all part of their "process". They then sent me a message saying that I had to obtain paperwork from Fedex to prove that the package was not intended for me. I sent them the documentation. They told me that they will have to verify this with FedEx. I asked why they didn't do that in the first place instead of wasting my time. They gave a BS explanation about how they accepted the tracking number from the seller because the tracking info showed that a package was delivered in the town I live in (no address is shown when you look up the Fedex tracking number online, it only shows the town it was sent from and the town it was delivered to). I replied that the seller is from Vietnam and the package was shipped from Columbus Ohio. I asked why the "town matches your address" logic wasn't applied to the seller's address, but I did not receive a response that acknowledged the question. I am still waiting for the hundreds of dollars that was stolen from me to be returned... It has been 12 days since I first disputed the charge. This company is disgusting and they should be exiled off the face of the Earth. Anyone who has a lot of money tied up with them or uses them for business purposes should think long and hard about what they actually are and the power that they have over your money. They are not a bank. They are a for-profit, publicly traded corporation. They can hold your money indefinitely for no reason at all whatsoever. It's 2020 and If you are a business owner who is still using paypal to collect money, STOP immediately. Switch to Stripe. It may not be as widely used, but they are a company who is trying to become #1 in the payment processing game - which means that they are competing - which means they should provide a better service. Paypal is already on top so they don't give a crap about you or your money.

I have Paypal account for more than 3 years, used to buy some stuff from Ebay or to pay for online services(Software etc.), but suddenly last 2 weeks they limit my account for no reason and as per their mail, ' my account may be in violation of United States regulations administered by the Department of the Treasury's Office of Foreign Assets Control (OFAC).
LOL i felt like i'm a terrorist or someone dangerous. Anyway they asked for document proving my address same as shown on my Paypal account, i sent them Phone bill, they reject it because there's two letters missing! Then i send them everything i have(Other bills, ID, DL, Passport, Visa, Tracking Number From DHL showing my full address, Bank Statement, Screenshot from my Bank Account Online etc...) then they stopped replying on my mails for 4 days, then i started calling them and this was the start of the nightmare, they have the worst and Stupidest customer service ever in the world, most of them are Arabic speakers. First they reply on the phone after 5 minutes of waiting Second they pretend that he's not hearing you then hang up the call, finally they are stupid they can't understand and they will never help it's just a waste of time.
However, after 2 weeks my account returned to regular standing (as per their mail) BUT when i tried to Buy something from Ebay, Paypal refused the transaction and at the same time the amount deducted from my credit card, i tried again same problem happened and the amount deducted twice a total of 300GBP! Called my bank said Paypal took the money and transaction done, then called Paypal said they didn't took the money but there's a problem in returning that amount and theyneed to investigate and escalate my problem to other department etc...
More than 10 days and still nothing returned to my account and nothing changed.
