I have used Paypal for 20 years and always had illusion that it would provide protection on buyers until now.
In Feb. 2016 I bought a faulty tablet PC from Everbuying.com via Paypal. I spend $231.30 on it. When I decided to return, their customer service told me to send it at USPS not using Express mail because express mail has higher possibility to cause Chinese tariff. I followed and used first class mail which doesn't provide tracking in China. I spent $33.75 of postage. 6 weeks passed, Everbuying kept saying not received it and refused to refund. I brought my case to Paypal resolution center and told Paypal that I saved all the communications with Everbuying into a file and had copies of USPS receipt and Customer Declaration form. Paypal has never given me opportunity to upload and submit my documents and ruled that I should mailed the item back (I did it 6 weeks ago?!) with tracking number in my own expense. Only after the company confirms receiving I am able to get refund. This totally absurd ruling shows Paypal is actually partner of Chinese cheating online sellers!

When using E Bay if you are purchasing goods for under a hundred pounds it's well worth considering using Pay Pal because if things go wrong they can help sort it out or even get your money back and it cost nothing to open an account I have been scammed on E Bay and I got my money back but as far as I'm aware it's only Upton £100
I used PayPal to cash out on Groupon for Botox the botox didn't even hold for 3 weeks. I didn't get what I paid for and when I disputed it PayPal was giving me the worst and the hardest time ever. Mine it was my money that I used on a service to expect a great result and it didn't happen and PayPal said that I never turned in any documents at all whatsoever which I did and the reason they try to deny my claim is because it said documents were never sent in or received they're Liars I hate the call centers that are overseas I hate being treated as if I'm a number they're Shady
This is the WORST company I have ever dealt with. They will make up ridiculous reasons to hold your money for days. Their customer service department is ridiculous and reads from a script. They do not help in any way. The agents I have spoken to because I had the same exact problem three times, barely spoke English. They did not help in any way. They want you to get frustrated and hopefully never withdraw the money. They are ridiculous. This is the ONLY site that I have ever answered their "security" questions incorrectly. Apparently, PayPal knows us better than we know ourselves. Even if you can prove their questions are bull$#*!, they refuse to help you. Every time I tried to get my money, I had to wait another 48 hours. There is no way in hell that I will EVER use PayPal again and i will tell everyone and anyone what crooks they are and how their agents are rude and not helpful at all. Its ridiculous. And don't even bother trying to use the chat option. It's even worse than calling. All scripts, no real answers. They give you an answer to a question that you didn't ask. And when you tell them that and ask for an answer, they still give you a scripted response that doesn't help. And every time I asked to speak to a supervisor or someone who isn't reading from a script, I was conveniently disconnected or told no one was available. This business is horrible. Shame on you crooks.

I'm Merchant. PayPal didn't investigate the disputes and refund the money to the buyer. My buyer received FREE Products and GET A FULL REFUND. I LOST MY PRODUCTS AND SHIPPING FEES.

This payment gateway works internationally, the most famous and stable online payment method if someone wants to pay online locally or overseas, works good, sometimes customer support reply late.
I purchased theatre tickets online to Viagogo, only to discover they were fraudulent tickets. Was told that it's been on the news that Viagogo are doing this however my claim with PayPal was closed stating that I'm not covered and they will no longer be doing anything to assist me. $181.50 down the drain. DO NOT THINK PAYPAL IS FULL PROOF PLEASE. This is my first claim and knocked back with no reason.
They will lock out of your account and then there is NO way to get it opened but CALL them (yeah, its 2022, yet you have to CALL them and wait hours on a "helpline" to get to a human who will solve your issue 10% of the time!

I recently moved country and my mobile number has changed along with it. However, without giving me any warning and never requiring a OTP before, PayPal suddenly said that they need to send a OTP to my OLD number. I contacted customer service (which was a horrible nightmare as they don't provide me with an email address), and they said I have to go back to my old country in order to assist me.
SUCH BAD SERVICE.
It is such a shame that PayPal are so entrenched into many companies as I am forced to put up with this bad service. I hope they go out of business one day.
A HORRIBLE EXPERIENCE! We ordered an electric toothbrush on eBay and that froze our account with no understanding or explanation why. They kept our balance of $87 that we had in Paypal from selling odds and ends, that money belonged to us.
No help from the staff, they just thought it was too funny and a manager wouldn't speak to us for more than seconds because our account was frozen. What a SCAM!

Live and learn... I needed a fancy work computer and made the unfortunate decision to purchase a used Surface Pro 4 from an Ebay Dealer... Turns out the unit was a bogus attempt to hide a very badly damaged unit. After almost a month of back and forth with eBay and Paypal, even having Microsoft write a full documented report of the cover-up attempt, I received word this morning that Paypal had sided with the merchant and there would be no return or refund for my $800 purchase. They did say I could appeal, so this evening I went back to the Mircosoft store to meet with the Store Manager to get yet another evaluation of the fraudulent purchase. Only things didn't turn out that way, Mircosoft didn't want to write another evaluation, they had decided they wanted to make things right and refund me the amount this unit cost when it was new...$1250! I said but that's way more than what I paid for the damaged unit, she said I know use it to buy extra protection for your new one ( I bought a brand new one from them for only $899) They even gave me the student discount! Way to go Microsoft! I have learned a lesson never buy anything from Ebay or use Paypal... so much for their buyer's guarantee...
Whoever said Paypal will support you is WRONG! They are doing absolutely nothing to stop a fraudulent seller charging me for something I didn't receive. I lost 2 friends this month. I bought 2 orders from 1-800 flowers $127.08. The first order 1-800-flowers sent something completely different from what I ordered and potentially offensive to the widow. So I cancelled the 2nd order 10 days in advance, not yet sent. I can't get my money back $69.15 for goods and services not received! And Paypal won't help me! I opened a case and Paypal ruled in favor of the seller! I'm not even asking for money back on the order which was wrong and misrepresented (you can't put a photo of a Ferrari up, take the money, and send a VW. This is fraud). I ONLY want to cancel the 2nd order and get my money back. I rarely complain and usually just let it go. I don't think I've ever filed a claim before. Henceforth I am using my credit card who will protect me. Paypal is worthless. I'm giving one star because I use Paypal to send money (like Western Union). But their support is nonexistent. I really don't appreciate this when I have lost 2 friends and should not have to fight greedy corporations, one of which is Paypal.
I received an email saying that PayPal has given me a 1000 JPY coupon to use before 9/24, I followed the procedure logging into my account to receive the coupon, but when I actually went shopping online and chose the "PayPal" option, they took money directly from my credit card! I tried calling customer service during business hours, but they hung up on me TWICE. Then the coupon was gone and my credit card bill was charged, so I suspect fraud with my account and closed it. NEVER USE PAYPAL if you can avoid, especially if you're in Japan.
For those of you who complain about being ripped off by sites, you need this layer of protection between you and the bad guys. I lean towards merchants who use this method of payment. NO MORE REPEATING MONTHLY CHARGES UNLESS YOU AGREE EACH MONTH!
I've had the worst experience so far after using PayPal for years I'm never using it ever ever again! I got over charged that made my account balance go to the negatives which is not the problem the problem is that PayPal charged my bank insufficient funds 200x making my bank get overdrafted to -3000 and then COVID-19 took place and I've been unable to reach them for 2 MONTHS! They are no where to be seen, my bank is completely frozen and I cannot receive money from my job it's a disaster a whole $#*! show! Stay away! Get a visa debit card.
Paypal has with Amazon the absolute worst customer service I've ever seen. I've been an user for 3 years, went good for the first 2 years, then when I had my first problem with getting refund from a seller, Paypal ignored my 10 times requests to get help on the process, because it was using the Ebay Guarantee so not the usual way. Also by not having direct international competitors, they are with their monopoly abusing tax charges, for example if you as a seller on Ebay refunds a buyer for any reason, you get penalized as the initial Paypal's tax fee isn't included in the refund, so you have to pay on top of the refunded amount. Another example of abuse from them is the terrible currency conversion rate, seriously the same level as scammers in the street of any major cities around the world. And this poor rate is not justified, Revolut for example proves it. Seriously this is the perfect example of "What happens when a company has the monopoly". The others cashless ways are ridiculous & not even comparable to this. Another useless review for the worst company I've ever used its services.

I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.
