I purchased a product from a Chinese company and received instead of the article I ordered a toy worth about 25cents (the product I ordered worth about 25dollars). I sent Paypal pictures of what I was supposed to get and what I received. Paypal wanted more and more information that I was not able to provide. Paypal denied my claim and I lost 25dollars. Paypal offers no protection when you are scammed. Avoid Paypal.
They will randomly decide to freeze a Payment for 21 days.
When you try to contact them about it you won't be able to get a real person.
They will set you up on a chat and the minute you about get where you need to be and get some answers the screen pops up you have 40 seconds left to protect your account we need to delete the conversation now.
I've called eight times over $320, I have actually made contact with someone through messaging three times and all three have told me something different.
I've had my account for years and I've never had a charge back or problem, there have been no changes in my account... none of the criteria for freezing my money apply.
At this point it's not a desperate situation that I have this money but I will never use them again because it's my money and I should be able to get it when I want it, not when their computer decides to freeze it.
The other problem with PayPal is nobody regulates them, and there is nothing you can do but go through their Awful system that just gives you the runaround.
After an insane run-around ( unfortunately, too typical of e-business "customer service" now-days), I finally got a person that did NOT give me a SCRIPTED response with a rip-off issue I had with a seller! A lucid, empathetic, Customer Service Rep got to the bottom of a time-consuming, dragged-out, transaction dispute. Kudos!
I love paypal because of how easy it is to use and so foolproof and some simple that even a 5 year old could figure it out. The transactions are so quick and speedy.
I tried confirming my bank through two small deposits since last month (three times!) and i still haven't received any! I make sales through depop and made the mistake of letting people pay through paypal and my payments are now getting canceled. The assistant takes so long and paypal is robbing me of my money! I finally got in contact with someone and they confirmed my bank and now the $90 worth of money they canceled i just cant get back? Why have an option for two small deposits confirmation if you're never going to send it. After hearing my frustration of THEIR NEGLIGENCE their only response was "next time" "next time" WHAT ABOUT MY MONEY I WAS JUST ROBBED OF. They made it seem like my fault. Genuinely horrible, disgusting, frustrating, piece of sh"t app. I would give -10 stars if possible.
Customer service is not human friendly, I am not sure if live people are at PayPal. God help you if you have a problem with a purchase and you used PayPal. PayPal needs to be investigated by a governing agency. My dispute, I never received the product, my money was taken through PayPal. The shipper was USPS, their research showed the delivery receipt was fraudulent and noted the vendor was a fraud. PayPal denied my submittal stating the vendor supplied a delivery ticket but evidently never took the USPS statement into consideration.
I submitted everything PayPal requested and even the research from the delivery business but my creditable research did not have a bearing on my request. It seems as though has a immediate reaction to favor the vendor to preserve the money transaction.

Paypal is a site I have used often for several years. The BEST thing about Paypal is that it protects its buyers. I just had an issue with Facebook charging my account for advertising that I did not do. My guess is some old ad from months and months ago was still somehow active but I did not know about it. Within a couple of days of alerting Paypal of the issue, it was resolved.
As a seller using Paypal sometimes it takes too long for money to get transferred to my bank account and that is frustrating when someone is waiting for confirmation of purchase. The other issue is the fees that Paypal charges. Some buyers don't believe there are fees and are objective to paying them. I wish the fees would be charged up front to the buyer rather than passed down to the seller, after all PayPal is for their convenience. I just opened a business account so I do like that we will now be able to take credit cards or offer buyers the buy now pay later option.
Overall, Paypal is a safe website to use. They take care of their buyers, which is a big reason why I have continued to use them and why people are comfortable using them for large purchases or out of state purchases.
I purchsed a laptop battery charger, using Paypal, from a company 'US Power Supply' thinking it was a US based company. They stated on their site that the delivery would take 5 - 10 days. After I placed an order, I got an email from a Chinese guy, and realized that it was a Chinese company. I got very suspicious about their delivery time. After about 15 days of waiting on delivery, I realized that I was right. It was a Chinese business trying to sell products as a US company with wrong delivery time. After after a month, it was not delivered, and Paypal would not let me cancel it. After about 45 days, it was delivered, and Paypal closed my case. Meanwhile, I got a new charger from a US based company. To make it short, Paypal shouldn't be allowed to help Chinese company taking money out of US with scamming type of business practice.
Overall very complicated website to use. Refuses to apply the language preferred, keeping a previous one; money received not usable; customer support inexistent etc.
There are fees for transferring money between friends or when splitting fees. I am removing this garbage app and using Zelle instead. PayPal is a pos!
Don't buy the prepaid card. Rip off. I'm never doing business with them again. Card doesn t work like you think it will. Get a green dot card. Works alot better. No issues

Here are the issues:
PayPal fees are already fairly high if you are acting as a small business - about 3.5-4.5+% depending on various factors which are pretty much unexplained
It's not available in some countries but they won't tell you which - it's trial and error
Doesn't work for unknown reasons at times in other countries - no idea when to expect the failure
Their monthly statements aren't available until well into following month - January's arrived today, Feb 12. Reports often hang and never complete.
And on top of all that, customer service when there is a problem is virtually non-existent. One payment was disputed, I called payee and they said they made an error in disputing it because my name was not what showed up on their Credit Card statement. They contact their credit card company to drop the dispute. A month later PayPal still has not resolved the issue and started charging $15 for the now non-existent dispute. No idea if they are doing anything at all to resolve it. Tip - if there is a dispute just refund the money immediately and collect it outside of PayPal. Better - don't use PayPal in the first place.
Attached is their update which you can't ask questions about. I sent PayPal the email from person saying the dispute was in error and PayPal never provided feedback about what else they would want. (Some items blanked for privacy.) They couldn't even spell received correctly!

PayPal is for scammers like them a person can request money saying they didn't get their items even if you show proof of emails where a customer said they loved their item and proof the item was shipped PayPal will still give the money back to the customer and they get to keep their item and money.
Spent hours on the phone with them just to either get hung up on or told there was nothing they could do to help me. Can never speak to a human. I am still waiting for my promised money back. We ordered some Canon replacement inks from a website, paid by PPal. Items arrived, Canon compatibles. Contacted Seller who insists they did not say Canon genuine so they are right. Escalated in Paypal, no option to attach supporting documents which we wanted to forward to Paypal. So we submit anyway, confirmation stated no supporting evidence included!
So we searched all over Paypal help, google etc how to attach documents for transaction dispute, all directs back to same page in resolution centre with NO options given as to how to attach documents to submit.
So we called Paypal, went through all the 6 number coding password, pressing various number options etc until wanting to speak to someone, and we have been waiting for nearly THREE (3) hours now, listening to that dreadful music repeating over and over, still waiting!
An honest straight forward attempt to buy printer inks online has turned into a dreadful nightmare by a cowboy website seller and now aided by a faceless non caring corporate entity, both shrouding the small inconsequential consumer with red tape and delays with the sole intention to deter any complains.
This is the third occasion when I had to use Paypal to resolve claims and though two was successful, it always involves so much time and effort that negates any benefit one expects from an online purchase.
I do hope someone else comes up with a more transparent honest system service of online payment and downgrade Paypal to obscurity.

I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.

Answer: USPS delievered it to the wrong address my pacakge was supposed to be delievered too 35710 Bay Morgan Ln, Fallbrook, CA 92028 when USPS delivered it to an address simillar to this one 12354 Alcatal Street (do not know the exact address since they did not email me, but you can call USPS and ask, and that is how I found out) Fallbrook, CA 92028, right city and zip code, far away address.
Answer: I'm thinking someone has to work there, if you send messages you will get a canned reply, I get the same response from 10 messages, basically "suck it up buttercup, you have just been played" but if you try to actually talk to a person good luck.
