According to Wikipedia, in 2021 PayPal had more than 370 million accounts, with a wide variety of services in multiple countries and in 25 different currencies. One might imagine that a company with so wide a scope would have excellent customer service—starting with an "800" number and a bank of well-trained service representatives to handle questions—in order to maintain a great reputation for user support and friendly responsiveness. One would, in this case, be wrong.
A recent attempt to resolve by phone a minor problem (an attempt to pay off an outstanding balance with PayPal that had failed, due to what seems to have been a technical glitch) resulted in half a dozen transfers of call to different departments, as if no customer had ever had similar problems in completing such a transaction before. In the end, one of the reps put the caller on "permanent hold." Fortunately, another customer rep was able to provide a mailing address for a department that MIGHT be able to help resolve the problem. For a company purportedly offering 21st-century solutions, directing a customer back to 19th-century methods is NOT a good sign!
PayPal is the absolute worst online payment business I've ever had to deal with. I had multiple charges from companies I never bought from, was scammed out of $450 and sent them every single text message and email with MORE THAN ENOUGH PROOF. Did PayPal customer service do anything to help, at all? NOPE. I would never recommend PayPal to a friend, family member or complete stranger. Worst experience I've had in a very very very long time

Recently i been using my master card direct to purchase from eBay until i got message saying i cant any more because card linked to pay pal which is not i don't know how they linked it i think its blatantly fraud and i will take them to county court.
They staff is so rude i spoke to Shned to try sort it out she was laughing over the phone while i was so frustrated IT as its my business that i was purchasing for.
People pls don't link your cards to pay pal or use them you can purchase direct with your card from eBay.

I CAN BARELY HEAR THEM DUE TO KIDS YELLING IN THE BACK GROUND. THEY ASK, IF I MADE THE CHARGES. I WOULD NOT HAD CALLED 8 TIMES AND WASTED 2 HOURS OF MY LIFE IF I MADE THE CHARGES. I'LL BE USING VENMO FROM NOW ON.
SO ON THE PHONE WITH A MANAGER AND HE SAID WE CAN TAKE YOUR COMPLAINT AND FORWARD IT TO OUR SECURITY DEPARTMENT BUT THEY WILL PROBABLY DENY IT. Not only did they side with what turned out to be an ACTUAL SCAMMER after SUBSTANTIAL EVIDENCE, they also DELETED MY APPEAL. I had that appeal and at least ONE MORE chance left, but they DELETED EVERYTHING and stopped responding to my messages.
Sent an item to a buyer after they paid through paypal (they didn't want tracking) After sending it to the address they gave me they said they had typed the address in wrong (7 instead of a 5) and filed a report with paypal to get the money back. I gave paypal photographic evidence of what went down, but they chose to refund this person anyway. Some of the worst customer service ever. The fact they would side with a potential scammer makes me sick.
I have been a PayPal user for 17 years. I was always happy with their service until just two weeks ago. They have put in place new security measures that make communism look like freedom. Not even their security staff have the power to verify and override them! They are embedded in the computer program, so if you live a in cell phone dead spot or don't have a cell phone walk away. These big city one size fits all don't even have an email option just text. So try to send $6000 to a friend in Germany, next screen you get is a security check with your phone number to send a text, no other option (land-line in my case). You phone PayPal security and explain that you have no cell service at home and so therefore no cell phone, only DSL. They have no answer and no way around the check, no power to bypass it! PayPal has totally shut their own security support out. To add communist insult to injury this is all for my protection that I can't send my $6,000 to where I want. The actual truth is that they have an employee open system where office employees won't stop opening attachments and contaminating them with worms so your account is hacked and stolen and PayPal has to pay damages. Its not for my protection its for their legal protection.
After no major issues with them in the 11 years since I was a client, two bad experiences occured that make me wonder what the company is up to.
1) Rather than the typical means of paying by having to login to PayPal (PP) and confirm it, a new and unannounced feature occured through fiverr.com that led to a hassle and me losing a few bucks... after a few emails with customer service, PP reimbursed me $25 of a $35 NSF fee. 2) One of the main reasons for using PP is to not share one's personal information with a business. Yet in placing an order with personalcreations.com (part of ProFlowers.com), my PP billing address was transferred to them. I was able to edit the info to a fake address before submitting the order, but it was not an address in the USA and that led to a hassle about the order and me later cancelling it. I'm liaising with PAYPAL but they keeps telling me it's not their fault for a fraud transaction without my permission.
PayPal knows that some accounts are fraudulent but they fail to warn their users. And they allow their users to transfer all their PayPal money to PayPal fraudulent accounts without double-checking with their users. PayPal fails their security system and fails to protect their clients.
I have used PayPal for so many years and trusted them fully but this makes me think that they are deliberately allowing fraudulent users to have PayPal and steal money with fraudulent transfers by hacking accounts. So be aware of PayPal and don't connect it to any cards or leave money in PayPal account. They will tell you that the fake account has been reported many times to their Security Department but they can't return your money... BIG DISAPPOINTMENT.
These criminals have locked me out of my account so now I can't purchase what I need to run my business!

PayPal's dispute / claims / Resolution process is seriously flawed. I ordered items from China and felt that using PayPal would protect me against what exactly happened. Mine was Case ID PP-D-*******. I ordered 6 items.
Five were correct. One wasn't even close to what I had ordered (garbage comparatively). I completed PayPal's dispute / resolution / claim process and requested reimbursement for the one item - noting that I'd be keeping the other 5. The Vendor responded within the process and offered a full refund of my entire order if I returned "all" items with their original packaging, tags, etc. Since I intended to keep the 5, I no longer had the packaging. The resolution process however stated that I had only one option - return everything and get a full refund. The system is so automated that it can't go beyond the structure established. I had no way of letting PayPal know what was going on and that the Vendor's response was in fact abusing their system. I did send an e-mail to their customer service, but got back what appeared to be a "canned" response which was of NO help. I will NEVER trust PayPal to protect me from such abuse. You should not either!
PayPal does not protect consumers as they say. It just communicates the company's intentions to consumers in the middle instead. It's like a parrot repeating the same thing...
I've bought many things from Geekbuying, Banggood, and Gearbest, because they appeared cheap, although never again. The items are often poor quality, broken, wrong, or never arrived. I wasn't worried because every item I bought was through PayPal. Whereas, the sellers have been uncaring, and unwilling to do anything, Paypal refunded me on every occasion, with no fuss at all, and contributed £15 each time for the return postage, when needed. All the Chinese sellers didn't want to do anything for bad sales, although I found Banggood to be the worst of the lot, with ridiculous barriers like sending photos of both the postage label, the damaged item, and a video of the fault, even if it's not relevant, for example, how do you send a video of a non working light bulb? Anyway, because of Paypal, I can bypass their stupid demands, and get a easy refund. I've been using Paypal for over 6 years, and have never had a problem with them, and I've purchased about 400 items, the dearest being £1100. Unlike Banggood, I don't work for Paypal, all good comments for Banggood is done by their staff. My advise, only use Paypal when buying from Chinese sites, for protection the sellers won't give

After 19 days, my payment of almost $1k to a private recipient is still being held by PayPal for no reason. Neither I or the recipient can get the money. After days of asking their customer service, the newest reply I got is that they are asking the recipient my underage child's birthday information which has nothing to do with this transaction. Of course the recipient does not have that information. This is so ridiculous that it seems to me PayPal is running a scam to get my underage child's private information and to steal my money. There was no communication from PayPal except brief response to my numerous messages and emails, saying that the transaction is under "review". There is no estimated time, no explanation why, no useful information. PayPal's customer service phone line is closed. The only way I can contact them is the messaging system which is just like a machine, delayed responses with no real meaning. PayPal doesn't care how much stress, frustration they caused you and the time you wasted trying to protect your money.
I am very upset with PayPal how can they just close my case regarding my payment I was trying to get back from this rip off company.

I have had a PayPal account for almost 15 years. But I learned an expensive lesson. My brother and I both purchased, separately, tool sets from a seller. The seller had a website with very good descriptions of what we were buying. When I saw the "PAYPAL' logo, I made a bad assumption that PayPal wouldn't put their service on bad businesses. Instead of tools I was sent a pair of cheap sunglasses. My mistake was thinking PayPal is as good as a credit card from a "Bank". It is NOT. My brothers bank already had the company listed as a scam and replaced his money immediately.
I on the other hand went back and forth with PayPal. After over a month, they requested I return the cheap sunglasses to "China". They claim to provide return shipping information, however, they never supplied a "Zip Code" with the fictitious address. You need a zip code to even get an estimate, let alone actually shipping. Which I was told by the UPS store, would have cost me almost $200.00 to send back the Cheap Sunglasses. My refund was for 209.85. So it was useless to send back. PayPal denied my claim. They sided with the scammers. I closed my account with them. Fool me once shame on you, fool me twice shame on me! PayPal is as bad as the thief's themselves.
PayPal, while a good company for protecting consumers from predatory sellers (and outright scammers) leaves a lot to be desired if you aren't from the US. They devalue the currency of whomever they are dealing with.
One example is when I was purchasing something on eBay a couple years back (and while there are other examples, this best illustrates my point), the Canadian dollar was worth more than the US greenback. However, the exchange rate used by PayPal devalued the Canadian dollar so it was actually worth less than its American counterpart. In this case, it was devalued by about 5%
This might not sound like much, but consider this. They are likely pocketing the difference between the actual exchange rate and the rate they offer. And if there are (for example) $20 million in transactions from outside the US every day, then that means they are pocketing $1 million per day on the difference in exchange. And that is above their normal profits.
If possible, avoid using PayPal and buy directly from the seller.

I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.
