Very safe to use but the exchange rate are bad. I use revolut to do the exchange for purchases. But safe.
I have a subscription-based directory website where businesses sign up to get listed for $37.00 a year. I had a customer's directory subscription renew but who then - after 4+ months into the new subscription period - opened a PayPal buyer's dispute process saying they did not receive their merchandise - Case ID: PP-D-*******. The point being here is that there is NO physical merchandise involved but an intangible item in the form of a yearly subscription.
So, I started down the road of having to provide my evidence to PayPal of the service (business listing) I was providing to the customer that they had signed up to. I sent a page document with my evidence to PayPal's Resolution Center; including dates, website URLs where the customer's business profile was listed. And so I waited...
And I waited... I kept logging into PayPal to check the status of the dispute and still was under review. So I waited...
I then received an email from Paypal stating "$37,00 USD has now been debited from your PayPal account for the following reason(s): We did not receive proof of fulfillment for intangible items." I not only had the money ($37.00) STOLEN from my account but they gave me a Chargeback charge on top of it!
Trying to contact PayPal is the worst experience ever! I tried to contact them to dispute the refund but had to eventually go to their Facebook page and make a comment (among the thousands of unhappy customer comments) and eventually received a pat response saying they would escalate it to someone more experienced. And guess what? I never heard a thing.
PayPal as a service is absolutely diabolical and their customer service is the pits. As a result I cancelled all of my business subscriptions with them and will be moving over to Payoneer.
My boyfriend's wallet was stolen and the Person who stole it, try to transfer money from his PayPal to zoom. For whatever reason the transfer didn't go through that God, but it ended up going to zoom instead. He also transferred me some money that day as well from his PayPal account. When we found out that this person had stolen, or tried to steal his money, he filed a dispute. The staff member who took down the dispute, decided to not just filed a dispute with the money that was stolen or but supposed to file a dispute for every single thing that he purchased that day and every transaction he had that day. Making it so that the money he sent me was in frozen and removed from my account. The money he had that was taken wouldn't get returned and they froze his account and then told us that we had no choice but to wait for 10 days for them to do their investigation. At the end of 10 days they were supposed to release his funds because zoom said yes that they made a mistake and refunded the money but for whatever reason PayPal wouldn't release it to him. They also wouldn't take my account out of the negative and instead it's now been 19 days and xoom convinced my boyfriend into re-opening the case and so now PayPal is telling us they have 30 days to investigate and that there's nothing we can do about it and that they won't release our funds. Every single time we talk to them they give us a different story. One minute it's been approved and the monies been given back, which should be there tomorrow, one time they told us that they got 30 days. All the sudden, another time they told us that the money had already been returned. Now it's two weeks out from Christmas. We are now $1250 shorter and it looks like we're never gonna get the money back and have to hire a lawyer and file a lawsuit. To top it off their customer service is closed on the weekends and week nights. Which helps no one and if they do answer the phone which is very rarely and they don't hang up on you they're complete jerks and they can't do anything. So be smart keep your money anywhere, but with PayPal. Pay any other way you can, which means avoid xoom and also Varo and any other products of PayPal they're just thieves and scammers.
Paypal is a good business site for receiveng money and its recommended worldwide but their rates can get outrageous.
PayPal is easy and I've never had any problems with them. I recommend this if you like to shop online.
Terrible dispute resolution centre! Buyer disputed and won even though I proved to be right in the transaction.

Answer: Paypal will NOT be on your side if the item is not as described. I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.

Answer: I'm thinking someone has to work there, if you send messages you will get a canned reply, I get the same response from 10 messages, basically "suck it up buttercup, you have just been played" but if you try to actually talk to a person good luck.
