Absolutely horrible site from an honest sellers perspective. I have been scammed out of several thousand dollars (mostly from international buyers) who claimed they never received their item or would not ship it back. A seller also has to deal with a certain mentally unbalanced percentage of customers here in the US as well, and believe me, across the globe people know how to manipulate the Paypal / Ebay transaction and get something for nothing. Individual items have cost me $550, $150, $135, $185, $700, etc, no matter what kind of documentation I provide. Paypal will immediately hold your funds once a fraudulent complaint is filed and literally almost 100% of the time debit those same monies, returning it to the buyer so you are out your merchandise and your hard earned money. A voluminous record of Better Business Bureau complaints and ongoing class action suits has yet to shut this site down. I have not used paypal in almost 2 years, or ebay, after over 15,000 sales and 500+ purchases. For buyers, Paypal will hit your bank account for a debit purchase or echeck every two days without stop. If you do not have the money in there and you have an overdraft charge from your bank of $35, in 14 days of paypal trying to get it's money, you will be out $240. They will not stop attempts to collect. One bad week where you are short cash can cause you a world of hurt. For both HONEST buyers and sellers, Paypal is the biggest online infringement of consumer rights I have ever encountered and I have been buying and selling regularly on the internet since 1997. Stay away and if you already have an account, close it! File a BBB complaint if you have had an issue. Take action. There are too many dishonest people out there and Paypal is NOT looking out for YOU. Very unsafe. BEWARE!

I used to use PayPal up till a year ago when one of their employees used my account to purchase a $275 item off the Internet from England.

I got an e-mail from PayPal stating this was a suspicious purchase and that my account was on hold till they had heard from me. I wrote back saying I did not make the purchase and that I don't authorize any payment. Next day, I got another e-mail back from PayPal, with a copy of the e-mail I had just sent stating not to authorize the payment, saying they were going to approve the purchase, and did just that.

I called PayPal immediately and talked with one of their customer service representatives who had sent me the appropriate documents regarding the site where the purchase was made and I took these documents over to my bank and request legal action be taken against PayPal to recover my money.

After this incident, I tried to cancel my account with them and they would not close out my account and held onto my bank checking account number, routing number and debit card number. They would not close out my account even at my request. Most sites I did purchase from uses PayPal to authorize and make credit card purchases without having to use a PayPal account, but because of them having my debit card information still on their files, they would not authorize any purchases without me unlocking my account because the card I was using was still being held by them. At not using the site for over a year, it is still there and I ended up having to cancel my debit card and get a new card number just to make internet purchases.

As a result, I am unable to use sites like eBay because they solely use PayPal for their sole means of making payments for items bid on. And I refuse to use PayPal.

In my opinion, they are thieves.

PayPal is dishonest!
March 30, 2018

I am in the US. I attempted to pay an invoice from Belgium using Euros. When I called up the appropriate screen and entered 552 Euros, the screen gave me the option of using PayPal to convert the currency from US Dollars to Euros (total of $702), it gave me the option to have my Credit Card company do the conversion. I elected the Credit Card company to do the conversion because their rate to do the conversion would have been about $20 less. The transaction was rejected and I was notified via message that my Credit Card company had rejected the transaction. I called the Credit Card company and was advised that there was NO transaction attempted. I asked the Card company to enable an International transaction since I thought that may have been the problem. They did so and stayed with me on the line for me to try again with PayPal. The transaction was again rejected. I was advised that the Card company rejected it. The bank stated that no transaction had been attempted with them. I then attempted the same transaction using the Credit Card billing address and the same thing happened. I called PayPal and the representative admitted that the transaction was rejected for "security" reasons. He had no explanation for why I was advised on the site that the Credit Card had rejected the transaction. He had no ability to override the system and advised me that probably no transaction would go through because of the multiple failed attempts. Just for grins I tried to put it through using PayPal's conversion service and the transaction went right through. Even though PayPal gets paid 5% by the recipient for the transaction, their greed required me to pay them an additional 3+% to convert US Dollars to Euros. They falsely advertise that you can use your Credit Card company to convert the currency and then lied about my Credit Card company refusing the transaction. I asked to speak with a supervisor. She said the transaction was not rejected for security reasons but by my bank telling me that my Credit Card company doesn't honor Euro transaction. I have put 2 Euro transaction through my the same credit card in the past week with absolutely no problem. The supervisor clearly lied to me. PayPal is patently dishonest!

A great business scam
October 24, 2020

I bought some outdoor furniture, it was faulty so I took photos & went to lodge a claim (catch.com.au) with the seller. Funnily enough I wasn't able to as my purchase wasn't finalised on their website (none of my purchases spanning 5 years were), so I lodged a claim through PayPal. PayPal advised me that the seller would refund me after I paid for the return of the goods. PayPal has a system in place that does not allow you to question this practice. They also provided an incorrect return address not once, but twice. I spent two n a half hours on the phone. The first call after I explained the issue put me on hold, then hung up on me. The second call I was on hold for another 45 minutes using their 'one time code'. I realized this identified me and my too hard problem so I rang again, without my identifying code and got though to a human who promptly transferred me. In the meantime I used PayPals online chat service such a great timesaver apparently. On the last phonecall it was made clear to me that the seller can stipulate whatever they like, PayPal will not back you. They offer through a third party to refund shipping costs (up to $45) & so they have absolutely no financial interest in helping buyers. It has taken three weeks for me to get a return address from PayPal via their time saving online msg service, long after the cutoff date for me to respond. I was able to get the address within 2 minutes. The last consultant actually recommended I go to my credit card people for a refund. It is fascinating to come across an organization that has such a disregard for it's clients. Needless to say I will PayPal no more.

Online payment systems analysts are warning about PayPal's lack of security controls and compliance policies regarding the use of the PayPal logo and payment system for purchases online through third party webpages.

Both the Better Business Bureau and the Consumer Financial Protection Bureau are receiving hundreds of complaints from United States users for the use of the PayPal logo and payment system in fraudulent webpages.

The complaints have increased significantly since the onset of the Covid-19 pandemic. The mobility restrictions issued by some states in the US market have forced consumers to go to the internet to purchase basic goods online.

The complaints claim that the PayPal logo and payment system are consistently used in fraudulent websites because the San Jose-based company has not implemented any measures to vet sellers or websites, and often sides with the fraudulent sellers when denying disputes.

PayPal offered users a purchase insurance that protected them from fraudulent purchases. However, the complaints against PayPal claim that PayPal's insurance places on the buyer the burden of proofing that the seller webpage is fraudulent. The protection that many PayPal users expect when using PayPal to complete transactions online is in fact non-existent when the users are burden with the impossible task of documenting proof of fraud, complaints claim.

Horrible Experience:
I was so happy to have found a place (Picture on Gold) where I could purchase a graduation ring for my daughter who is graduating this year... For this purchase, I used paypal credit line so I can pay for the ring within 6 months interest-free.
I wanted a ring for a girl, with a thin band on the side (that is how is perceived on their website) and what I got in return was a ring with a thick band for men. I called and spoke with Picture's customer service and they asked me to send it back to fix it. I received a phone call back saying that it was the way I purchased it and they could not do anything. I asked for at least a discount and they granted me 15% off. A few days later, I received a call from Evelyn (acctg depart) and she told me she made a mistake on the amount of the discount and they needed to collect from me $ 322. I explained to her that since my paypal credit line was connected to my bank account, I could not accept a debit as I did not have that money on my account. She lied to me by saying that since they gave me the credit it was going to cancel out with the debit and in the end, I was going to get a credit on my account. Needless to say, I did not get the refund, but a debit to my bank account thru paypal. Now, I am off $322 and a ring that I never liked plus the benefit of paying the ring back within 6 months was gone.
Be extremely careful if you have a paypal account or if you are thinking about opening an account with them. They take the side of the vendor and forget about the cardholder. I did try twice with paypal to get the money back from the vendor, return the ring and forget about this horrible experience, but PayPal went ahead with their story (of course the vendor use them for this scam) and did not care about me, the customer. Now I am stuck with a ring that is horrible and I feel completely mistreated by paypal... If you have a PayPal account be extremely careful with that account. If you don't have one, there are better credit cards around that take care of their cardholders the way we should be treated. Hope this post helps someone in any decision-making.

If you're a Seller and in need of their Customer support STAY AWAY! They have terrible, careless, nonempathic AND LAZY Customer Support which costed me money!

One of my buyers chargebacked me because I haven't 'delivered the item'. Paypal then contacted me to submit evidence if I have indeed delivered the item. I gave all necessary information, communication logs with the buyer which proves he got the item, and I SPECIFICALLY WROTE BACK 'IF THEY NEED MORE EVIDENCE I'M HAPPY TO OBLIGE'. Days later they just closed my case (without even their customer support contacting me again!). What made me mad is they acknowledged that "(They) weren't able to verify the delivery information you provided", but instead of asking for more proofs and evidence (WHICH I ALREADY SAID I'M MORE THAN HAPPY TO OBLIGE) and decided in the favor of the buyer, causing me to lose my money.

Better stay away from this company. I netted Paypal close to TWICE the amount I lost on paying their fees over 4 years alone and they won't even return the money I lost.

All of their customer support have NO EMPATHY at all, even after I told them where the funds are used for (I'm supporting a sick family member)

I Notice there is no Seller Loyalty or Protection, I got Robbed on eBAY and now forced to PAY TWICE for 2 eGift Cards for $300. I am out of $600 and with my Multiple Sclerosis and Blood Pressure, I can not handle this.

I am in the Red for an eBay Transaction and was basically robbed by a buyer on eBay (NOT ONLY DID I LOSE THE MONEY FOR THE CARDS THE CARDS WERE ALREADY USED) I Will Be REPORTING THIS TO THE POLICE AS WELL.

The Buyer is Fraudulent, purchased 2 Gift Cards from me on eBay (Email Delivery) one eGift Card for Target for $200 and one from Kohls for $100. I am not refunding the money for someone committing Fraud. He even left me a POSITIVE FEEDBACK ON EBAY FOR THE $200 TARGET GIFT CARD. MY EBAY STATES NO REFUNDS AND USING MY TARGET AND KOHLS ACCOUNT, I DO NOT GET REFUND BACKS FOR EMAIL GIFT CARDS. SO YOU GUYS DO WHAT YOU GOT TO DO AND HANDLE THIS, I AM NOT GETTING ROBBED BY SOMEONE.

I Sell and Buy for a long time with PayPal and eBay if you do not correct this you will lose my business.

Again here is your wonderful CONFIRMED Buyer who costs me $600

After filIng a dispute with PayPal for a fraud transaction, After four week they sent me a stupid email that they can't see where the problem was.

Since there is no other way to contact PayPal, this is my response to your company.
Unbelievable! I filed a dispute that explained how I was scammed, providing you with all the details of the scam and you denied my claim because I authorized the payment. SO, everyone, your bank account is not protect by PayPal, watch out. Your website to file a dispute sucks and designed to give a hard time to your customers. You didn't just reject my claim you let a fraud happened disregarding all the evidence I provided you. Your customer service sucks, no one to answer the phone and no one to talk to. I don't need your support or your investigation as I doubt you have any employees with such valid skills. Thank God my bank was there to support me and I will never deal with you as you let fraudulent purchase to slide through. I am so disgusted that my account was not safe with you. So, NEVER CONTACT ME AGAIN AND IT WAS NO PLEASURE DOING BUSINESS WITH YOU. PLEASE DONT SEND STUPID EMAILS SUCH AS THE ONE YOU SENT ME LAST NIGHT 1:00 am TO COVER YOU NEGLENECE, I work hard for my money. Don't contact me in any way. Thanks for nothing
