It has been a nightmare trying to transfer funds to my bank account.
I have been a member of PayPal since 2010. I have only needed to use the account for paying transactions for products purchased. 2 weeks ago I received $6200 from a vendor for services rendered which was verified and confirmed as being available in my account. On trying to transfer it to my bank it took 2 days to verify my account. Then I was told I couldn't transfer more than a $1000 per month! I was then told that I needed to open a wallet and or PP plus and provide a social security number for verification purposes which I did. On the 6th or 7th customer call number which only allows contact with representatives out of either India or the Philippines I am told that my account needs to be refreshed which can only be done through a request supposedly escalated via 'the system' which would take at least 48 hrs. After 72 hrs I tried again and could not. The 7th call was similar to the 6th call. I was informed I could not speak to anybody in the USA as PayPal had outsourced the customer service aspect and there was nobody above the supervisor who not get in direct contact with anybody else only via a 48 hr request. I asked for a confirmation email but they were not allowed to send confirmation emails. I did get their name & ID #. So now I have to wait at least another 48 hours which will be getting onto 3 weeks with PayPal retaining my $6200 which who knows when I will be able to retrieve it. If I cannot transfer it in 48 hrs I will instruct them to refund the funds back to the vendor which apparently will take another 7-10 days & make alternate arrangements for the funds.
Have been trying to get a refund on a card purchased as a gift for 6months refuse to return money. Keep getting run around.

WHEN I DID NOT RECEIVE THE ORDER, I CALLED PAY PAY WHO SAID THAT IT WAS A DIRECT PAYMENT 9NOTHING ON PAY PAL TO INDICATE ANYTHING BUT A NORMAL PAY PAL TRANSACTION) AND THAT I SHOULD NOTIFY MY FINANCIAL INSTITUTION. I NOTIFIED THE FINANCIAL INSTITUTION (AS RECEOMMENDED BY PAY PAL REPRESENTATIVE).
NOW, I RECEIVE A NOTICE FROM PAY PAL THAT THEY CANNOT (WILL NOT) INVESTIGATE BECAUSE I DID NOTIFY THE BANK AS THEY SUGGESTED.
SOUNDS LIKE PAY PAL DOES NOT SCREEN MERCHANTS... THEY ARE MORE INTERESTED IN TRANSACTIONS THAT HELING TO PROTECT THE CONSUMER.
EVEN WORSE, TO TELL A CONSUMER TO REPORT TO FINANCIAL INSTITUTION, THEN SAY THAT WILL NOT BE INVOLVED IN THE FINANCIAL INSTITUTION'S INVESTIGAATION IS SALT TO THE WOUND.
RECOMMENDATION: DO NOT RELY ON PAY PAL
When you call the customer service, they are closed. IF you can get on the chat, they are not accepting any. Just want my refund back. Ughhhh

Twice I have been sucked in to purchasing something that is advertised as one thing but when I get it well lets just say it isn't as described. First it was the little caddy that slides between the seats in the car. The picture showed a cup holder and a nice size compartment to put your phone and change. Well I was offer to upgrade to leather so I did. When I got the item it was two cardboard pieces of crap that was covered in fake leather and you couldn't get anything in there and there was no cup holder. I filed a complaint guess what no refund and if I wanted to mail it back you guessed it I had to mail it back to China. So I wasted some money. Well fast forward a couple of years and I see these wonderful looking dresses and tops. I ordered 2 dresses and 1 top all were described as 100% cotton, I measured myself because I wanted to make sure I got the correct size. The two dresses were big enough for an elephant and I followed the size chart. The shirt was great till it got to my waist it was tapered so small it didn't look right on me. So I ask to return them. After several emails with paypal and the seller they finally agreed to send me a preprinted label for shipping. I sent the stuff back to china for almost 50 bucks. Guess what 3 months later they were returned to me with no notice except undeliverable. So I go to paypal after sending them the return information and the shipping information for my return. They had already closed my case with no notification to me what so ever. No return. I have reached out to them several times and I get no reply. There isn't a phone number to call them either. I just have stopped using them for anything. It is crazy is Paypal owned by a china company?
No customer service. You send a query by email and they send a canned response with a link to something completely unrelated to your query. Useless. They rip you off with currency conversions AND charge you a fee on top of it. While I am currently located in the UK, I added a US dollar credit card, and they took pounds Sterling from it! After all the fees to convert usd to gbp from my bank and back to usd by PayPal to make an eBay purchase from eBay.com, I lost almost 15 dollars! PayPal is also making it increasingly difficult to make claims. They reject claims even though you provide proof of the claim. So why are we bothering to use them anymore? There's no advantage.
Edit: So PayPal is down to one star now. I'm no longer using PayPal at all. I use a VPN when I use the internet for an added layer of privacy. PayPal refuses to allow me to make purchases whilst connected to my VPN. When I try to make a purchase, I log in. Paypal asks me for the code from authenticator app. I enter it and then it says we need you to enter a security code so we really know it's you... mind you, I just entered the code from my authenticator app. So they text me a code and I enter it. Now I go to make the payment and the payment never completes. It just keeps taking me back to the payment screen. Remember, I've already proven who I am, but PayPal won't complete the sale until I exit my VPN. In total contrast, I can access my online banking with just my password plus security code and send £5000 to another person with no other challenges. If my bank has no problem with my VPN, then why should PayPal. They treat me like a criminal! So the only reason I kept PayPal was for purchases on eBay... well eBay accepts ApplePay now... goodbye PayPal!
Can't follow the instructions provided, poor support for buyer, too long of refund policy, openly allow scam sellers from FACEBOOK to send deceive products to buyer & not providing full refund & support service, it creates a very difficult & complicated refund policies for the buyers, presently, 1st case I lost 50% of my paid money & without any assistance, 2nd case now provides impossible refund & contact informations, so far, I can't contact customer support & can't even talk to any anyone, After this's over, I am canceling my account & will tell every body the terrible rip off experiences from PayPal, irresponsible support, too long refund policy, impossible customer contact service, instructions provided for dealing of refund case does not work. Allowing & advantages for scammer to make rip off deal to the buyer & provided impossible instructions to follow, buyer is left to deal with all the difficulties of the sellers scam deals to the buyer. PayPal tolerate scams from FACEBOOK sellers to use its services to openly rip off buyers, DON'T USE PAYPAL, YOU WILL BE SORRY ONCE YOU HAVE TO DEAL WITH A REFUND.
What PayPal does not tell you even if you ask before establishing an account with them:
1) PayPal NEVER removes your payment information from their database NOT EVEN if you
Close the account. Your Credit Card number (or banking information) will remain on their
Database FOREVER. Removing it from an account before closing it merely prevents it from
Being used to make purchases that you authorize through PayPal.
2) PayPal can (and does) use this stored payment data to EVENTUALLY block' your Credit
Card from being linked to a new PayPal account. Theoretically this is helpful if your PayPal
Account is in open' status and someone tries to link it to their PayPal account also
Because this probably means it has been stolen - and PayPal is protecting us.
But, I think, it is not since the block' does NOT happen quickly enough to protect anyone.
I. e. PayPal did not block' my Credit Card until I had opened 10 accounts (closed the 1st
Nine) - over 4 years time - (only the 10th would have been active). If this meant my card
Had been stolen, I could have been wiped out long BEFORE PayPal blocked' it.
3) And this PayPal block will also SEVERLY limit your online purchasing ability. The
Blocked' Credit Card can not be used to make any and ALL online purchases from any
Online merchant who merely accepts PayPal even if you are entering that Credit Card
Number directly and not through PayPal.
PLEASE NOTE THIS:
Once PayPal blocks' a credit card number they block' it FOREVER.
And not even PayPal's Customer Service folks can reverse the block'.
Never had issues before... Until now I had a $30 cash out and I never received it after cashing out to paypal 3days ago
I have been fighting with these people for year now. Here is what happen. My son bought a x box game for $22. I let him use my credit card. He made his own account. 1 week goes by he received his game. My card was charged $25. Everything was fine. 2 weeks later my credit card gets charge $250 from PayPal. I question my son if he bought anything else he said no.
I looked on his account nothing was charged but the game.
I called PayPal gave them the information and a email of the charges. PayPal said they look into it.
3 weeks go by. I called again. This time PayPal representative tells me i need an account an add the credit card to it. That's only way they can help me. So unfortunately i made an account added same credit card like PayPal representative told me.
2 weeks go by i get charged on my credit card from PayPal another $125
I called again the PayPal representative transfer me to lost prevention. That idiot transfer me back to rep tells me in 3 way with repasentive that i don't have any charges on my account.
Told me it's charge to my son account and he will have to call.
I told PayPal hold on ill put him on phone. I listened to the conversation. My son told them there's nothing charge to his account either.
I then get on said PayPal has allowed someone to hack my card.
PayPal representative and lost prevention said there's nothing they can do. I called my credit card company to report PayPal fraud. Try to recover my money. But since PayPal screw around giving me and my son run around for 4 months.
I was unable to get my money back.
Be careful PayPal allows people to hack their platform and steal credit card information off costumers. Or the repasentives steal your information use your credit cards. Then they screw you for months past the liability to be reimburse...

So this is happened to me before and I was dumb enough to use PayPal again customers request after processing a payment from a customer it was placed on hold this payment was for services rendered before time of payment PayPal first off wanted to hold my money until after Christmas keeping in mind it was December 3 secondly after calling them and telling them it was for goods and services that had already been rendered they wanted to hold it for a week and then they told me I shouldn't use the friends and family option which makes no sense as the person as a customer and I am providing goods and services then it was necessary to call and bother my customer which felt very unprofessional asking them to confirm receipt of a physical good service that had already been rendered and still I did not get my money for four days is ridiculousI typically I use Venmo and cash appAnd my money is always available immediately I will never use PayPal again after I get my money and will be more than willing to share my dissatisfaction with anyone willing to listen
I ordered a product from a merchant that only accepted PayPal. The merchant did not ship the product ordered. I contacted the merchant and the best they would offer was a partial refund and I would be allowed to keep the wrong product. I requested a full refund and they came back with a higher refund, but not the full amount. I escalated to PayPal to enlist their assistance and all they did was forward the request to the merchant who then responded with a partial refund less than ALL the earlier amounts! I pushed once more and then I was offered a full refund AFTER I shipped the product back at MY EXPENSE. No, I don't think so. Getting no where I disputed the charge to my credit card and it was approved. Now PayPal has tagged my account as being limited because of the chargeback. Now I am required to supply PayPal with all sorts of identification to reactivate my account. I don't care to use their service any more so I thought I would close my account. Guess what, I still have to reactivate my account to be able to close it. No, that's not going to happen. Repeated requests for them to close the account only get the same response that makes me wonder if they have people actually dealing with customer complaints or some form of AI.
I do expect issues to come up from time to time, but I judge a company by how they handle the problems. PayPal has FAILED. It seems there is no one that has the ability to override the scripts they have in place and you are forced fit their scripts regardless what the request is about. Do think twice before using them and be prepared for a frustrating time if anything goes wrong.
I don't know how long ago your review was posted, but here's something you may not know yet. I have been selling some items on Ebay and buying the items from a dropshipper. The way it worked was, I list the item on Ebay, when it sells and the seller makes payment, I take the money and buy the item from the dropshipper and they ship it to the buyer.
Worked fine until PayPal changed their payment policy about a week or two ago. Now I am told by PayPal that I will not receive my money from them for 21 days. They said this was to ensure I had the money to repay the buyer if the sale was disputed. Now I list the item on Ebay and it sells. I get no money for 21 days from PayPal so whatever the dropshipper charges me for the item, which could be several thousand dollars if you have several of their items that sold, I have to dig up somewhere to pay the dropshipper so the items will be shipped. Now the buyer has the items he bought, PayPal and Ebay have their fees, The dropshipper has his money and I not only have not received anything, but are out the cost of the products sold. To make things even worst, if the buyer disputes the sale and PayPal agrees with them, they will refund the buyers money, and you will have the product you were trying to sell. You cannot return the merchandise to the dropshipper, for he has a 14 day return policy, so you are stuck with it. I haven't quite decided if this is a SCAM by PayPal and Ebay. If you think of the millions of customers PayPal has, if they can use all the millions or billions of dollars for 21 days for nothing, I could not imagine how much interest they could draw off of all that money, and doesn't cost them a dime.
I have cancelled my PayPal account and tried to cancel my Ebay account but was told I couldn't for 30 days just in case I owe them more money. If you are going to be selling on Ebay, please check this out before you lose a bunch of money and end up with merchandise you didn't even want. J. B.

I would like to share with you a story about PayPal as a third party institution under its created policy and advertisements. They suppose to represent buyer interest and protect buyer's rights. Unfortunately PayPal doesn't do it. Or maybe it was before and they don't do it now.
The whole story is about -- I have tried to buy a product from, ops – I didn't check the company, Hainshow.com (scammer). They accepted a payment from me through the PayPal and …silence…
I wrote to Hainshow.com and PayPal, there was a silence again. After a month I received a note from USPS that the product was successfully delivered. I was not lazy and visited my USPS office. I found that Hainshow used another address and another addressee on the shipment. Maybe I would stop my investigation, but the prove-photo from USPS delivery guy, there was a small package. I orders a product and it would be about 5-6 pounds, definitely not small package.
I wrote another message to PayPal with this accident that Hainshow collected several buyers and sent all of them the same tracking number. One buyer got the order; others got nothing because USPS shows that the order was delivered.
Again, I visited my USPS office. The USPS delivery guy showed me the picture of the package with a different name, different address but the same tracking number. I made copies and sent to PayPal.
Wow, PayPal didn't want to do anything, or someone didn't want to do a real investigation. They just closed the case.
If you ask me what I did – I broke the relations with PayPal and wrote them, that they hadn't followed their promises, they didn't protect buyer's rights and interest and they didn't spent time for the investigation.
My concern they are not qualified for presenting buyer's interest on the web. Maybe you are luckier, but I don't. I can see there are more complaints, so, I am assuming it is a SYSTEM to lie to their customers.
It is very sad.
PS. I don't want to add any photos from USPS, or my own, tracking numbers and etc, I am just sharing my experience.

I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.

Answer: USPS delievered it to the wrong address my pacakge was supposed to be delievered too 35710 Bay Morgan Ln, Fallbrook, CA 92028 when USPS delivered it to an address simillar to this one 12354 Alcatal Street (do not know the exact address since they did not email me, but you can call USPS and ask, and that is how I found out) Fallbrook, CA 92028, right city and zip code, far away address.
Answer: I'm thinking someone has to work there, if you send messages you will get a canned reply, I get the same response from 10 messages, basically "suck it up buttercup, you have just been played" but if you try to actually talk to a person good luck.
